Stillwater Police: A Prank Ends With Damage To Property

Stillwater Police Blotter Aug. 17-18.

The following police blotter is compiled from Stillwater police reports and subsequent interviews with Stillwater Police Department Spokesman Sgt. Jeff Stender.

Wednesday, Aug. 17

  • Officers received a complaint of a homeless man going door to door begging or blankets on Cherry Street East. When the man was located, officers informed him about the resources available for him to get blankets and that it was unlawful to beg door to door.

Thursday, Aug. 18:

  • In the 1300 block of Highland Road a homeowner reported damage to his property. The homeowner found toilet paper in the trees and flour in hi driveway. Some of his plants were also damaged. The homeowner told officers that someone has spray painted messages onto his driveway earlier in the month but he did not report it to police at that time.
  • Police received a complaint about a suspicious man with a flashlight wandering in the 1300 block of Fourth Street late at night. When officers arrived, they discovered the suspicious man was the "repo” man and he was repossessing property.

  • Minnesota road deaths hit the 200 death-mark for the year this month, according to the Minnesota Department of Public Safety (DPS) Office of Traffic Safety. The figure represents an 18 percent drop in deaths compared to the 244 deaths at this time in 2010. The 2011 fatalities include 24 motorcyclists, up from 22 last year; 14 pedestrians, down from 19; and two bicyclists, down from six.
  • The County Public Health Department and the Sheriff’s Office recently joined Code RED. Code RED is a web based system which will allow the county to reach citizens by phone and text messaging. To sign up for Code Red, click here.
  • In Minnesota Department of Corrections news, Corrections Commissioner Tom Roy has selected Michelle Smith as warden of the Minnesota Correctional Facility-Stillwater and John King as warden of MCF-Lino Lakes.

Name: YANG, PAO CHOUA

Age: - Sex: M - MALE

Height: 63” Weight: 120

Hair Color: BLACK

Eye Color: BROWN

Race: A – ASIAN

Yang has a Washington County Felony warrant for Violation of a Harassment Restraining Order. Yang has been known to the Sheriff’s Department for felony harassment restraining order violations, motor vehicle tax evasion and driving with a suspend license. The preceding items were taken from theStillwater and Oak Park Heights police departments. In all incidents where an arrest occurred, a charge is merely an accusation, and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law. Incidents are listed in the order in which they were reported, not necessarily the order in which they occurred. When names are used, it indicates that felony charges have been filed in Washington County District Court.
