Stillwater Police: Zephyr Found Derailed

Stillwater Police Blotter: Sept. 14

The following police blotter is compiled from Stillwater police reports and subsequent interviews with the Stillwater Police Department.

Wednesday. Sept. 14:

  • The 27-year-old homeless man that was found sleeping outside the on Fourth Street last week was trespassed from the Bikery parking lot yesterday. The man told officers, he could not move his mini-van because he had lost the key, so the man left the parking lot on foot. A few hours later, the man was seen by a resident returning to the Bikery parking lot. When officers arrived on scene, the man fled on foot. was used to locate the man, who was shortly apprehended and arrested for trespassing, fleeing an officer and possession of drug paraphilia. His mini-van, covered in graffiti was eventually towed from the parking lot.
  • A man was seen climbing on the generators at by an employee; officers were unable to locate the man.
  • An officer observed the Zephyr train off the tracks. The train appeared to have rolled off the tracks. The officer tried contacting the last known owner of the train, but was unable to make contact. The train did have an unknown amount of damage.

  • The Stillwater Police Department would like to remind residents they can ask solicitors for their permit at any time. If the solicitor refuses to show permit or does not have one, please call the Stillwater Police Department immediately.   • The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) and the Winona County Sheriff’s Office are looking for the public’s help in identifying the mother of a baby found last week in the Mississippi River, for complete details click here.
  • The County Public Health Department and the Sheriff’s Office recently joined Code RED. Code RED is a web based system which will allow the county to reach citizens by phone and text messaging. To sign up for Code Red, click here.

The Washington County Sheriff's Office is seeking citizen assistance in locating the following individuals. These persons have active outstanding warrants through the Sheriff's Office. Name: YANG, PAO CHOUA

Age: - Sex: M - MALE

Height: 63” Weight: 120

Hair Color: BLACK

Eye Color: BROWN

Race: A – ASIAN

Yang has a Washington County Felony warrant for Violation of a Harassment Restraining Order. Yang has been known to the Sheriff’s Department for felony harassment restraining order violations, motor vehicle tax evasion and driving with a suspend license. The preceding items were taken from theStillwater and Oak Park Heights police departments. In all incidents where an arrest occurred, a charge is merely an accusation, and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law. Incidents are listed in the order in which they were reported, not necessarily the order in which they occurred. When names are used, it indicates that felony charges have been filed in Washington County District Court.
