Stillwater Police: Cat Alerts Homeowner To Shirtless Visitor

Stillwater Police Blotter Sept. 28 to Oct. 3.

The following police blotter is compiled from Stillwater police reports and subsequent interviews with the Stillwater Police Department.

Friday, Sept. 30:

  • A woman reportedly gave her father’s EBT card to a 19-year-old Stillwater woman who then allegedly spent $400 on the card. The father yold the police about the card, and when officers arrived, they discovered the 19-year-old woman had a warrant out for her arrest for trespassing. The woman was arrested.
  • A cashier’s check was taken from the vehicle behind Smalley’s Caribbean Barbeque.
  • A purse was taken from one of the paddle boats at the Saint Croix Boat and Packet. The theft of $70 to $80 in cash was reported as well as credit cards.

Saturday, Oct. 1:

  • A woman awoke to find a strange man passed out on her couch. The 28-year-old Stillwater man had wandered into the house, rummaged through the resident’s cupboards and even disturbed the cat before he passed out shirtless on the resident’s couch. Officers were able to wake the man. The man appeared to be disoriented and he did not know where he was.

Sunday, Oct. 2:

  • Signs of a burglary were found in the 800 block of Martha Street South. The window on the basement door was found broken but nothing was reported missing inside the home.

  • The Stillwater Police Department would like to remind residents they can ask solicitors for their permit at any time. If the solicitor refuses to show permit or does not have one, please call the Stillwater Police Department immediately.   • In Minnesota Department of Corrections news, DOC employee Lois Freiermuth is the Minnesota Association of Resources for Recovery and Chemical Health’s Counselor of the Year. Freiermuth is a corrections program therapist at Lino Lakes prison.
  • In Minnesota Department of Public Safety news, October is now Fire Prevention Month in Minnesota. Governor Mark Dayton Signs Proclamation Declaring October Fire Prevention Month. Official Fire Prevention Week is Oct. 9 to 13. Fire Prevention Week activities will take place all over the state during the week.
  • The County Public Health Department and the Sheriff’s Office recently joined Code RED. Code RED is a web based system which will allow the county to reach citizens by phone and text messaging. To sign up for Code Red, click here.

The Washington County Sheriff's Office is seeking citizen assistance in locating the following individuals. These persons have active outstanding warrants through the Sheriff's Office. If you have any information on the current whereabouts of any of these individuals, please contact either the Washington County Sheriff's Office at 651-439-9381, or your local law enforcement agency.

Heinze is wanted for Felony First Degree criminal sexual conduct. He has prior criminal sexual conduct charges. Heinze is known to frequent Oakdale and Minneapolis.

Name: YANG, PAO CHOUA

Age: - Sex: M - MALE

Height: 63” Weight: 120

Hair Color: BLACK

Eye Color: BROWN

Race: A – ASIAN

Yang has a Washington County Felony warrant for Violation of a Harassment Restraining Order. Yang has been known to the Sheriff’s Department for felony harassment restraining order violations, motor vehicle tax evasion and driving with a suspend license. Yang is known to frequent Brooklyn Park and the city of Afton area.

The preceding items were taken from theStillwater and Oak Park Heights police departments. In all incidents where an arrest occurred, a charge is merely an accusation, and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law. Incidents are listed in the order in which they were reported, not necessarily the order in which they occurred. When names are used, it indicates that felony charges have been filed in Washington County District Court.
