Stillwater Police: Distracted Driving, Disorderly Conduct

Stillwater Police Blotter Nov. 10-12

The following police blotter is compiled from Stillwater police reports and subsequent interviews with the Stillwater Police Department.

Thursday, Nov. 10:

  • A 24-year-old St. Cloud woman was traveling northbound on Fourth Street South when she hit an oncoming vehicle and a parked vehicle. According to the police report, witnesses told officers the woman allegedly was looking at her phone the time of the crash. The woman denied that she was looking at her phone but admitted to trying to get her phone from the backseat. When the officer looked at her phone, he noticed there was an incoming message at the time of the crash and another message from the woman’s father allegedly stating, don’t admit to the police you were grabbing your phone.
  • A small plastic recycling container caught fire in Sunrise Park. The fire department quickly put the fire out.

  • A resident reported seeing a woman break into the donation bins at Valley Outreach. The woman allegedly was putting clothes into her vehicle. When the resident confronted the woman by saying she was stealing the clothes, the woman told them she was not aware they were not free and she put the clothes back and left.
  • A 44-year-old Stillwater man was pulled over after running a red light. Officers tested his blood alcohol level which was at .21. The passenger of the vehicle, a 36-year-old Barronett, Wis. man allegedly started cursing at the officers. The Wisconsin man was arrested for disorderly conduct and obstruction of the legal process. The driver was arrested for fourth degree DWI.

  • In Minnesota Department of Public Safety news, A study of the state’s counties with the highest percentage of unbelted traffic deaths points to problem areas in the southeast, southwest, northwest, as well as a stretch of eastern counties running north from the Twin Cities, according to the Minnesota Department of Public Safety (DPS) Office of Traffic Safety.

Washington County’s Most Wanted: (http://wcsheriff.info/wanted) The Washington County Sheriff's Office is seeking citizen assistance in locating the following individuals. These persons have active outstanding warrants through the Sheriff's Office. If you have any information on the current whereabouts of any of these individuals, please contact either the Washington County Sheriff's Office at 651-439-9381, or your local law enforcement agency.

Do not try to apprehend these individuals or make contact with them on your own.

Name: YANG, PAO CHOUA

Age: - Sex: M - MALE

Height: 63” Weight: 120

Hair Color: BLACK

Eye Color: BROWN

Race: A – ASIAN

Yang has a Washington County Felony warrant for Violation of a Harassment Restraining Order. Yang has been known to the Sheriff’s Department for felony harassment restraining order violations, motor vehicle tax evasion and driving with a suspend license. Yang is known to frequent Brooklyn Park and the city of Afton area. (http://wcsheriff.info/wanted/Yang,%20Pao.pdf)

The preceding items were taken from theStillwater and Oak Park Heights police departments. In all incidents where an arrest occurred, a charge is merely an accusation, and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law. Incidents are listed in the order in which they were reported, not necessarily the order in which they occurred. When names are used, it indicates that felony charges have been filed in Washington County District Court.
