Stillwater Police: Solicitors Arrested and Pop Machine Change

The following police blotter is compiled from Stillwater police reports and subsequent interviews with the Stillwater Police Department.

Thursday Sept. 8:

  • Officers responded to a compliant that a solicitor was refusing to show his permit to sell in Stillwater. When officers arrived, they located the solicitor in the 2600 block of Hidden Valley Lane calling the complainant racist. The solicitor told officers he applied for the permit but had not received the permit yet. While officers were speaking to the solicitor, a van pulled up. The woman driver told officers she was there to pick up the man. She also told officers they had applied for a permit but had not received one. Officers noticed that the van did not have license plates but had temporary plates from California. When officers contacted the State of California, they found out the vehicle was denied registration due to the fact the vehicle did not have insurance. Since the man and woman were out of state residents, they were arrested for operating a motor vehicle without insurance and transported to the Washington County Jail. The vehicle was towed and their applied permit was denied by the city.
  • Theft of $20 in coins was reported stolen from a pop machine on Main Street.
  • A man was arrested for having an outstanding warrant for third-degree DWI. The man was found hiding underneath a truck in a garage on Ramsey Street West.
  • A man was arrested for third-degree DWI and cited for open bottle of alcohol in a vehicle after police responded to a report that he was intoxicated and in his sister’s driveway on Orleans Street. The man refused alcohol tests.

  • The Stillwater Police Department would like to remind residents they can ask solicitors for their permit at any time. If the solicitor refuses to show permit or does not have one, call the Stillwater Police Department immediately.
  • In Minnesota Department of Corrections news, Kent Grandlienard has been selected as the new warden of the Oak Park Heights maximum security prison.
  • In Minnesota Department of Public Safety news, DPS released a report Friday stating in 2010 Minnesota had the lowest number of alcohol-related crash deaths on record. Last year, 131 motorists were killed in alcohol related crashes, a 21 percent drop from the 166 deaths five years ago.
  • The County Public Health Department and the Sheriff’s Office recently joined Code RED. Code RED is a web based system which will allow the county to reach citizens by phone and text messaging. To sign up for Code Red, click here.

Name: YANG, PAO CHOUA

Age: - Sex: M - MALE

Height: 63” Weight: 120

Hair Color: BLACK

Eye Color: BROWN

Race: A – ASIAN

Yang has a Washington County Felony warrant for Violation of a Harassment Restraining Order. Yang has been known to the Sheriff’s Department for felony harassment restraining order violations, motor vehicle tax evasion and driving with a suspend license. Yang is known to frequent Brooklyn Park and the city of Afton area. (http://wcsheriff.info/wanted/Yang,%20Pao.pdf)

The preceding items were taken from theStillwater and Oak Park Heights police departments. In all incidents where an arrest occurred, a charge is merely an accusation, and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law. Incidents are listed in the order in which they were reported, not necessarily the order in which they occurred. When names are used, it indicates that felony charges have been filed in Washington County District Court.
