Witness to Stillwater Police: 'He's Drunk and He Just Crashed His Car'

A 29-year-old Stillwater man was arrested on suspicion of drunken driving and hit and run after he allegedly sideswiped a truck in the 800 block of Owens Street. According to police, a preliminary breath test resulted in a reading of .196.

A 29-year-old Stillwater man was arrested last weekend on suspicion of drunken driving after he reportedly sideswiped two parked vehicles and then fled the scene on foot.

Stillwater police were called to the 800 block of Owens Street just before midnight on a report that a parked vehicle has been sideswiped and the suspect had left the scene. A second call then reported a possible drunk driver had just struck a parked car and ran away on foot.

When police arrived on the scene, the second witness to the incident reportedly told police: “He’s drunk and he just crashed his car.”

According to the police report:

The suspect, Troy Allen Bloyer, was eventually located and arrested by police. His blood alcohol level was reported to be .196 shortly following the crash.

According to police, weather conditions at the time of the crash were rainy with wet roads.

When police located the vehicle in the 1200 block of Owens Street, the officer noted “moderate damage on all sides of the vehicle,” with the main damage appearing to be consistent with striking the parked vehicle on Owens Street.

During his arrest, Bloyer allegedly had a hard time keeping his balance, “reeked strongly of alcoholic beverage; his clothes were messy; his front zipper on his pants was in the down position,” according to the police report. During the transition from one squad to another he was crying.

Bloyer was jailed on charges of fourth-degree DWI, hit and run, fleeing police on foot and obstructing the legal process without force.
