Larry Cramer Hopes Rafters Rooftop Patio will be Open by Memorial Day

"It has been a long and expensive and exasperating pull," Rafters Owner Larry Cramer said. "The target is to be complete and open for Memorial Day."

Larry Cramer hopes the new rooftop patio at Rafters Bar and Grill will be completed and open by Memorial Day.

The third design/modification for the new rooftop patio is complete, and bids are expected this week, Cramer said on Tuesday. A bid should be awarded by early next week.

“It has been a long and expensive and exasperating pull,” Cramer said. “The target is to be complete and open for Memorial Day.”

The Stillwater City Council in August 2012 granted Cramer a special-use permit to build a 48-seat rooftop patio with several conditions.

Rooftop Patio Hours

Due to location and potential conflict with residential homes on the bluffs, the hours of food and beverage service on the patio will end at 9:30 p.m. and all customers must leave the patio area by 10 p.m.

After one year, Stillwater Police Chief John Gannaway may revisit the hours of operation and expand them up to one hour at his discretion. Additional hours after 11 p.m. will require review and approval of the Planning Commission.

Alcohol Service

Full alcohol service is allowed on the patio, however no physical bar or alcoholic beverage station is allowed on the rooftop patio.

Other Conditions of Approval

  • Sales on the patio have to be 60 percent food and 40 percent alcohol;
  • The edge of the east side of the patio must be 3 feet back from the building’s edge;
  • No smoking on the patio;
  • No amplified music on the patio;
  • No glassware or glass bottles on the patio;
  • When patio is open, a security staff member must be present;
  • Video cameras must be placed at entrance and exits, as well as have views of the entire patio
  • A 9 foot wall will separate the patio and the building to the south
  • 19 foot separation between the patio and the building to the north.
