Parking In Stillwater Changes

I have to vent today because I just spent 1 hr of my day trying to find a parking space. 

Some facts about me.  My wife and I live downtown, above Maison Galleria.  We own a video production business in the same building.  I love Stillwater...but days like today make me question that fact with how our parking system is handled.  

We purchase permits for our 2 cars for the Summer months when the parking hours are (generally) enforced.  However, I still run into the issue of where to park.  Even with a pass, we're only allowed to park more than 3 hours in certain lots.  This not only is a nuscance some days, but an impossible task.  After circling the city today, I've only just displaced another parking spot.  What kind of logic is that?  Why make me drop everything I'm doing, run around town, clog up traffic and try to take up another spot, when my vehicle will be doing the same thing where it was before…parked!  

We've gone in front of the City Council before, but had no success in changing laws or opinions.  I know for a fact residents (which there are plenty in the downtown area) and local business employees would appreciate some changes.
